Rule One: Every Turnover, Every Lock, No Exceptions

A tenant leaves, and their keys don’t. Roommates, partners, dog walkers, and the copy made at the hardware store in 2019 — none of them show up at checkout. Do I legally have to rekey between tenants?
It’s not universally mandated, but it’s the standard of care — and if a former tenant’s key is used in a break-in, ‘we never rekeyed’ is not where you want to stand. The cost is trivial against the liability.
